Speaker Silver: Why Is WTC Reconstruction Stalled?

NEW YORK (AP) ― Assembly Speaker Sheldon Silver held a hearing Thursday to find out why the reconstruction at Ground Zero was stalled.

"We are looking for answers," Silver said.

The hearing was held it on an empty floor of 7 WTC, which remains the only building to have been erected at the site of the 9/11 attacks.

"We've had false starts, we've had announcements, we've had photo ops we've had schedules put out...none of these have become reality," Silver said.

Family members of those who died at Ground Zero sat in the front row. Deputy Mayor Dan Doctoroff was the lead off witness. The families wanted to know why there have been repeated delays in the memorial.

Doctoroff said that plans to cut the budget for the memorial in half would be completed by June 30th.

"We will have a project we can be proud of, that is built on time by September 11, 2009, and within the budget set by the governors and mayors," Doctoroff said.
