NYPD officers stepped up security patrols of the city's subways and trains as an anti-terror measure.

The terror attacks of 9/11 were a serious breach of our nation's security. Federal, state and local governments continue to work to tighten our security, to adapt to an ever-changing enemy that seeks to exploit our weaknesses.
This struggle to improve our nation's security meant clashes between federal government on the one hand, and state and local governments on the other, as the Department of Homeland Security slashed anti-terror funding for New York to more widely spread limited resources.
