The owner of ground zero says it's done all the work it has agreed to do before developer Larry Silverstein can build office towers there. Silverstein disagrees.
The Port Authority of New York and New Jersey says it stopped paying $300,000 in daily late fees to Silverstein on Sunday.
The agency has paid over $43 million this year for delaying the excavation of land Silverstein needs to build three office towers.
Agency Executive Director Chris Ward says the Port Authority has turned over the land it said it would.
The dispute appears to be headed for arbitration.
