Gov. Paterson Signs Order Setting Emissions Goal

NEW YORK (AP) ― Gov. David Paterson has signed an executive order setting a statewide goal for cutting greenhouse gas emissions by mid-century to 80 percent below their 1990 level.

A new council is to prepare a plan by September 2010 and examine the economic impact. President Barack Obama has set a similar goal nationally.

The state has already joined the Regional Greenhouse Gas Initiative for capping power plant emissions and auctioning carbon allowances in the Northeast. It has agreed with other states regionally to create a low carbon fuel standard.

New York is following California's lead with stricter automobile tailpipe emission standards, which are still pending federal approval, and offers financial incentives for so-called clean energy like wind turbines.
