INS Screener Accused In Sex-For-Green Card Scam
Audio Obtained By CBS 2 HD: "I Want Sex, One Or Two Times. That's All. You Get Your Green Card."
NEW YORK (CBS) ―
A U.S. Immigration screening officer will face felony charges Wednesday for allegedly demanding and receiving sex from a woman seeking a green card.
A conversation was secretly recorded on a cell phone by a young Colombian immigrant who felt pressured to please Issac Biachu, the INS adjudicator who controlled her bid for U.S. citizenship.
Male: "I want sex, one or two times. That's all. You get your green card. You won't have to see me anymore."
Male: "There's a lot of people who have problems with immigration. A lot of Colombian people do. And I like to help people. And I know nobody gonna help you for nothing.
Female: "Of course."
After the conversation, the young woman gave the INS adjudicator, himself from Guyana, the sex he wanted.
Mike Cutler is a former adjudicator who also worked for the INS for 30 years, said he isn't too surprised this was done to a fellow immigrant.
"It saddens me. It saddens me. All I can say is the folks who come from other countries come from countries where often they know that little bribes are a way of life," Cutler said.
At Biachu's Bronx apartment he wasn't talking but neighbors were.
"Yeah, he always seemed kind of weird, like a weird neighbor," one person said.
A neighbor accused of sexual blackmail.
Male: "Once or twice, you know, I see you, because I don't have nobody. I need, you know, I need love too."
After the woman told authorities they recorded her having another discussion with Biachu where he once again wanted sex. That's when agents closed in and arrested him. Biachu has been suspended without pay while his other cases are being reviewed.
