NYPD Training Reforms Proposed After Bell Shooting

NEW YORK (AP) ― An independent review said NYPD firearms training should include exercises with the sound of gunfire, or the phrase "He's got a gun!"

The findings come in the wake of the 50-shot slaying of unarmed groom-to-be Sean Bell on his wedding day Nov. 26, 2006.

Police Commissioner Raymond Kelly commissioned the Rand Corp. research group to review its weapons training programs after critics questioned why the officers fired.

Bell died near a Queens topless bar where he had a bachelor party and where undercover police were investigating complaints of prostitution. Two of his friends were seriously wounded.

Three officers who opened fire on Bell's car were cleared of manslaughter and other charges.

The officers believed Bell and his friends were armed, but no weapons were discovered.
