Mother, Stepfather Arrested For Killing 7-Year-Old
Little Girl Allegedly Tied To A Chair And Beaten To Death

BROOKLYN (CBS) ―
Police in Bedford Stuyvesant have arrested the mother and stepfather of the little girl found beaten to death in her apartment.
Earlier Wednesday, police confiscated bags of evidence from that apartment, including a chair that the little girl was allegedly tied to. Police at the 79th Precinct stationhouse interrogated mother Nixzaliz Santiago and stepfather Cesar Rodriguez, both 27, in this heinous crime, and made arrests just prior to 11 p.m. Santiago was charged with manslaughter, while Rodriguez was hit with second-degree murder and sexual abuse charges.
This, as investigators pulled new evidence from the crime scene that reveals the horror the little girl fell victim to.
It appears the girl was bound to a chair, her ankles tied with rope. Nixzmary Brown was just 7 years old and 36 pounds.
Police say she was abused, beaten not just once but many times.
Her end came with some type of blunt trauma to the head.
Reports had been filed against Santiago and Rodriquez to Children's Services. One was unfounded, while a school counselor At PS 256 made the other. The counselor saw bruises on the girl and called ACS.
Commissioner John Mattingly issued this statement: "While members of Children's Services staff were in the middle of investigating a report of abuse involving her family which we received on Dec. 1, the fact of the matter is that this little girl is no longer with us."
Sources tell CBS 2 the girl had not been back to school since. Her mother's five other children who lived in the apartment with the child were tested for signs of abuse and are now in the custody of children's services.
