Man Shot In New Jersey State Park Dies

Emil Mann Loses Battle With Wounds To Chest, Leg

HACKENSACK (AP) ― A man shot April 1 by a state park police officer died Monday at Hackensack University Medical Center, the Bergen County Prosecutor's Office said.

Emil Mann, 44, a father of three from Monroe, N.Y., had shown some improvement since the shooting, but the severity of the wounds proved too much for him, said Steven Scheffers, an attorney for the Mann family.

An autopsy was scheduled for Tuesday.

Authorities say park Officer Chad Walder shot Mann in the chest and leg during a confrontation on an abandoned goat farm in Mahwah.

Mann had come to the defense of his cousin, Otis, whom Walder and three other park officers had stopped for riding an all-terrain vehicle in a prohibited area.

No charges have been filed against Walder, who is claiming self-defense.

Otis Mann was charged with assaulting one of the officers and has been released on bail.

The park officers have received criticism from Mahwah and Bergen County authorities for improperly leaving their jurisdiction and for failing to notify local police that they were in the area.

The state Attorney General's Office is investigating the actions of the park officers, who are on paid leave from their jobs with the Department of Environmental Protection. The Bergen County Prosecutor's Office is conducting the criminal investigation.

Members of the Ramapough Lenape Indian Nation, to which Mann belonged, have questioned the use of lethal force by the police.

Tribal Chief Anthony Van Dunk said he has spoken with state and local authorities, and that the tribe has retained a law firm.
