Former Nixzmary Case Worker Comes Down Hard On ACS
Says Agency Was Too Busy On Another Case To Pay Attention

BROOKLYN (CBS) ―
A tarp covering a growing memorial for Nixzmary Brown outside the home where she was killed flapped furiously in Saturday night's fierce wind.
Next-door neighbor Angela Williams left a teddy bear.
"In respects for the child that died ... at the hands of criminals," Williams said.
Another neighbor tried to light a candle in memory of the sexually abused and severely beaten 7-year-old, but the wind extinguished the flame.
"I just feel like it's cruelty, what happened to her," said neighbor Paterish Moore.
Roger Moore, the man who oversaw the Administration for Children's Services case involving Nixzmary, went public on Saturday with accusations that the agency blew chances to save the little girl because it was too busy investigating the death of another child, 16-month-old Dahquay Gillians, who drowned in his bathtub in November.
The commissioner of ACS released this statement in response:
"Mr. Moore betrayed the trust of this city and this child welfare system."
Moore resigned after admitting he doctored a record in Gillians' case file.
While the finger pointing continues, Nixzmary's grandmother and great-aunt struggled with the stark realities of her death, buying a final outfit for their little girl in which she'll be laid to rest.
Caridad Ramos says her sister -- Nixzmary's grandmother -- is still in a state of shock.
"I believe she doesn't really believe what's happening right now," Ramos said. "I feel that whenever she gets to see reality, what's happening, that's when she's really going to break down on me, and it's going to be very hard on everybody."
