Supporters To Hold Rally For Congestion Pricing

Supporters plan to rally outside City Hall Friday for action on a proposal to charge drivers for entering the most traffic-clogged parts of Manhattan.
A traffic study commission voted Thursday to endorse the fee scheme, known as congestion pricing. It would ultimately need City Council and state Legislature approval. Democratic Assembly Speaker Sheldon Silver is calling for more information.
The commission recommended charging cars $8 to enter Manhattan below 60th Street from 6 a.m. to 6 p.m. on weekdays. Most trucks would have to pay $21.
The plan also calls for a $1 surcharge for taxi trips that start or end below 60th Street. Parking meter rates below 60th Street would increase as well.
The estimated $500 million a year in fees would go to improving mass transit.
