Spitzer: NYRA Should Run NY Thoroughbred Racing

ALBANY (AP) ― Gov. Eliot Spitzer wants the New York Racing Association to continue running thoroughbred racing in New York under a franchise that could extend 30 years.

The recommendation now goes to the Legislature, where Spitzer's choice faces an uncertain future because political discord has stalled negotiations.

NYRA -- a private, not-for-profit corporation -- has run racing at the Aqueduct, Belmont and Saratoga race tracks since 1955 under the state franchise.

Awarding the franchise to NYRA would avoid a long, costly fight over ownership of the tracks. NYRA has contended it owns the tracks while state officials have said they belong to the state. Spitzer says NYRA would drop its claim to the property if it gets the franchise.
